The Structure of TAPAC
TAPAC is an organisation that has gone viral worldwide with a good reputation and respect for its members. So, we are proud and rejoiced to be members of TAPAC. Our late founder and president, Archbishop Dr Jubameeta Paul Hackman, as well as others who came before us, did their part to set up this organisation. It is our time to continue; hence, we are doing the best we can to preserve the glory of this outstanding organisation and propel the Alliance forward. We collaborated to rebuild, restructure, and revitalise the organisation.
TAPAC has a vision, mission and objective. To achieve our objectives, we bring in new plans, new ideas, and new strategies to overcome every weakness to achieve our goals. We ensure that positions are given to individuals who have the skills to do the job, or we offer them training to equip such individuals to function well to move the organisation forward and achieve our objectives.

ECCLESIASTICAL AFFAIRS
The Department of Ecclesiastical Affairs is responsible for ensuring that the spiritual life, leadership, and governance of the organization remain biblically grounded, ethically sound, and spiritually vibrant. The department serves as both the custodian of doctrine and the facilitator of ministerial excellence, safeguarding the unity, holiness, and mission integrity of the Alliance.
Core Responsibilities
- Doctrinal Oversight
- Safeguard the theological purity and biblical integrity of all the organizational teachings, materials.
- Review and approve doctrinal statements, policies, and official publications to ensure consistency with biblical truth and organizational values.
- Governance and Discipline
- Ensure the proper application of the Alliance’s constitution, bylaws, and governance structures.
- Address issues related to ministerial ethics, conflict resolution, and disciplinary action within the clergy or affiliated ministries.
- Spiritual Development and Training
- Collaborate with the Department of Education to coordinate leadership training, retreats, and continuing ministerial education.
- Promote spiritual growth, accountability, and pastoral care among ministers and church leaders.
- Inter-Church and Ecumenical Relations
- Foster fellowship, unity, and cooperation among affiliated churches, ministries, and denominations.
- Represent the organization in ecumenical and interdenominational engagements, promoting dialogue and mutual respect within the body of Christ.
- Policy and Administration
- Advise the President on ecclesiastical policies and spiritual matters affecting the Alliance.
- Develop and implement operational guidelines for churches and ministries under the organization’s covering.
- Conflict Mediation and Restoration
- Provide mediation and reconciliation support in matters of conflict.
- Facilitate restoration and reintegration processes for ministers or members experiencing moral or spiritual lapses.
- Ministerial Licensing, Ordination, and Consecration
- Recognize and value the service of church leaders and members through appropriate acknowledgment and official recognition.
- Prepare prospective candidates for ordination as Reverend Ministers, consecration as Bishops or Apostles, and inauguration as Archbishops, ensuring that all candidates meet the spiritual and administrative standards of the Alliance.
In fulfilling this mandate, the Committee shall:
- Conduct thorough interviews and vetting of all prospective candidates.
- Provide professional advice, guidance, and counselling to the candidates.
- Evaluate and select individuals deemed most suitable for ministerial office.
Upon completion of these processes, the Committee shall submit its findings, interview results, and recommendations to the Office of the President through the administrative department for final approval.
- Representation of Member Churches and Organizations
Serve as a unified voice and representative body for all member churches and affiliated bodies in addressing matters affecting them collectively.
- Research and Global Engagement
Provide a platform for studying and addressing issues related to the global expansion of the body of Christ and the well-being of humanity. This includes offering biblical perspectives and spiritual counsel on social, economic, and political matters to churches, governments, and other institutions.
Summary of Duties
The Department of Ecclesiastical Affairs manages the spiritual well-being of the organization and acts as a liaison between the Alliance and its member churches. The department oversees ordinations and consecrations, coordinates with the central administration regarding applications, conducts interviews, and recommends suitable candidates for ministerial elevation. Following presidential approval, the department prepares the candidates for ordination or consecration and assists in officiating such ceremonies.
The department also oversees organizational properties, clergy, and staff; promotes unity and peace; resolves disputes amicably; and engages in social outreach and community service. Additionally, it fosters ecumenical relations with other denominations in the faith, safeguards the organization’s integrity, and provides spiritual guidance, counselling, and support for members.
Further responsibilities include policy development and implementation, promoting discipline, addressing social concerns, offering charitable assistance, and advocating for justice and moral governance within the believer’s community. The department also enforces policies to prevent and respond to instances of abuse or neglect among members.
Promoting Doctrinal Integrity
The department ensures that all teachings, practices, and beliefs within the organization remain biblically sound and consistent with the core tenets of the body Christ.
Article I: Ordination, Consecration, and Ecclesiastical Elevation
Section 1: Purpose
This Article establishes the standards, procedures, and authority governing the ordination, consecration, and inauguration of ministers, Bishops, Apostles, and Archbishops within the Alliance. Its primary purpose is to ensure that all ecclesiastical elevations are conducted in an orderly, prayerful, and biblically sound manner, thereby promoting integrity, accountability, and unity among member churches.
Section 2: Responsibilities
The Committee shall prepare candidates for ordination, consecration, and inauguration to ensure the effective administration and spiritual efficiency of member churches and the Alliance at large.
In executing its mandate, the Committee shall:
- Conduct comprehensive interviews and vetting procedures for all prospective candidates.
- Provide counsel, guidance, and professional advice throughout the preparation process.
- Assess and select individuals who are spiritually, morally, and administratively qualified for ministerial elevation.
Upon completion, the Committee shall compile and submit its findings, interview reports, and recommendations to the Office of the President for review and final approval.
Section 3: Qualifications for Candidates
- Spiritual Qualifications:
Candidates must be born-again believers, baptized in water and the Holy Spirit, and demonstrate spiritual maturity, sound doctrine, and godly character. - Moral and Ethical Standards:
Candidates must possess an unimpeachable moral record, uphold integrity in all aspects of life, and exemplify conduct befitting Christian leadership. - Ministerial Experience:
Candidates must have verifiable experience in recognized ministry, demonstrating faithful service and effective leadership. - Doctrinal Alignment:
All candidates must affirm full agreement with the doctrinal beliefs, vision, and mission of the Alliance and its member churches. - Recommendation:
Candidates must be duly recommended by their local church leadership or governing body.
Section 4: Procedures for Ordination and Consecration
- Following approval by the Office of the President, successful candidates shall be officially announced by the Secretariat.
- Candidates shall undergo a designated period of spiritual preparation, mentorship, and training.
- Ordination or consecration services shall be conducted under the authority of the Alliance, presided over by the President or a designated representative, with assistance from appointed Bishops and Apostles.
- All proceedings shall be documented and preserved in the official records of the Alliance.
- Certificates of Ordination, Consecration, or Inauguration shall be issued to approved candidates, duly signed by the President and the Secretary-General.
Section 5: Accountability and Oversight
- All ordained and consecrated ministers shall remain accountable to the Alliance and subject to its ethical standards and disciplinary measures.
- The Alliance reserves the right to review, suspend, or revoke ministerial credentials in cases of doctrinal deviation, moral failure, or administrative misconduct.
- Regular evaluations and refresher programs may be conducted to ensure continued spiritual growth and alignment with the vision and mission of the Alliance.
APOSTOLIC AND MISSIONS
The five main duties under this department are:
- Generating and managing funds for the work of the Alliance and its member churches, and to create opportunities for self-help projects.
- Harnessing all gifts and energies accessible to the body of Christ for the work of the kingdom.
- Promoting joint efforts in Discipleship, evangelism, Church planting, teaching, fundraising, fellowship, and worship.
- Finding means to offer encouragement to despairing ministers and church workers so as to ensure that every minister and church worker continues effectively in his/her calling.
- Setting up an active prayer network among member-churches to provide prayer support to churches, church leaders and governments.
Duties Summary:
The Apostolic and Missions department is responsible for evangelism, discipleship, and extending the tentacles of the organisation by introducing a system that will help open new branches in cities and nations. They are to ensure the doctrinal integrity of the member churches. They provide leadership, guidance, and support to other ministries and leaders within the organisation.
Discipleship and Leadership Development:
They equip believers with the knowledge and skills necessary to grow in their faith and disciple others, fostering spiritual maturity and leadership within their churches. We aim to establish new TAPAC branches, especially in unreached or underserved areas, with the goal of expanding the gospel's reach.
Overseeing Missions:
The role involves managing and coordinating the organization's global missions’ efforts, which also includes providing support for missionaries and partner organisations.
Providing Spiritual Leadership and Guidance:
They provide spiritual direction, counsel, and support to church leaders and members of the organisation, ensuring their alignment with biblical principles.
Fostering Apostolic Culture:
They implement the organisation culture which aims to foster an environment that mirrors the values and characteristics of the early apostles, which includes; boldness in evangelism, unity, love for one another, and a focus on mission.
Equipping for Kingdom Service:
They equip believers for their roles in God's kingdom, empowering them to discern God's will and actively participate in ministry.
Strategic Planning and Vision Casting:
Together with other leaders, they develop and implement strategies for church growth, outreach, and missions, ensuring they align with the TAPAC's overall vision.
Addressing Global Needs:
Responding to the needs of the poor and marginalised, both locally and internationally, reflects the organisation's commitment to social justice and compassion.
EDUCATION AND RESEACH DEPARTMENT
This department is responsible for:
- Providing facilities and resources for theological education and development of human resources.
- To contribute towards improvement of education and health in developing countries.
- Promoting activities, which will encourage and build young people to seek and to serve the Lord Jesus Christ, and to create opportunities for them to take up the challenge as future leaders.
Duties Summary
They must actively collect books and useful online materials relevant to theological study and pastoral practice. They provide a broad array of theological subjects, including biblical studies, systematic theology, church history, practical theology, and ethics, along with opportunities for specialisation. They work to allocate resources to online databases, e-books, and streaming media to facilitate research and improve educational experiences. As well as, facilitating opportunities for pastors to acquire practical experience in diverse ministry environments. thus, providing continuous education and professional advancement for clergy and ministry leaders.
These duties can be further broken down into:
- They create supportive learning environments and provide diversified materials and practical chances for religious education and human resource development.
- They will look for appropriate software for research, communication, and online learning.
- They also provide hands-on ministry training and areas for simulated counselling and pastoral care.
- They offer training programmes that prioritise leadership skills, conflict resolution, communication, and organisational management.
- Engage with member churches and ministry groups to offer practical training opportunities and assistance for members.
- Urge clergy to engage in community outreach and service initiatives to cultivate a feeling of social responsibility.
- Fostering an ideal that young people may aspire to.
- Keep the youth of today, who will one day lead the Kingdom, in the loop by consistently sharing the vision for the future.
- Make use of youth leaders who are relevant, and invite them to share their testimony.
COUNSEILLING AND WEALFARE UNITY
The main duties of this department are:
- Promoting and protecting the physical and spiritual interests of its member churches.
- Providing spiritual, social, economic and emotional assistance to people in need.
- Networking, sharing fellowship and information, and working together with other local and National organizations, which seek to bring together churches for like-purpose.
Duties Summary
Charity Committee
As there is a saying, charity begins at home. The welfare committee would set up a welfare fund that will be partly funded by TAC main account and fundraising events. They will set up a charity committee. The charity committee will write letters to organisations, firms, companies, and factories to appeal for aid.
Through the charity committee work, we would be able to reach more countries, by giving aid to the needy and supporting individual churches. The approach taken by missionaries many many years ago when they brought the gospel to Africa and other third world countries.
Looking after and giving to others, in the form of charity, is very important, as we believe that God gave humans stewardship. This means humans are responsible for looking after one another and supporting and protecting those in need. As all humans are equal in the eyes of God, anyone in need is deserving of help. Apostle Paul taught that love is the greatest spiritual gift of all. Many believers take this to mean that they should strive to show love towards others. Apostle Paul stated that: And now these three remain: faith, hope, and love. But the greatest of these is love. 1 Corinthians 13:13
